I draw the outlines with a graphic tablet, directly on a blank file under Photoshop.
Then, under the layer "outlines", I add layers where I "paint" the colors. The shadows and lights are added/paint later, depending on the "lights sources" appearing (or not) in the frame. I must say that for that last part, I'm glad I studied Direction of Photography in Movie School :)
